Israel's Central Bureau of Statistics published a tender on September 6 for digital vouchers and funded physical gift cards, estimating annual demand at ILS2 million to ILS5 million. The proposed framework serves survey respondents and bureau employees, combining an incentive-distribution system with access to a national merchant network. [S01] [S02]

The estimate is not a purchase commitment. The bureau reserves discretion over actual orders and available budget. The initial contract would run for 12 months from signing, with options for up to 48 additional months. No supplier has been selected in the reviewed notice. [S02] [S03]

Connecting survey completion to gift delivery

The bureau collects and publishes Israel's official statistics. Its tender describes vouchers as an existing tool to encourage survey participation and support employee welfare, including gifts for personal and organisational occasions. [S02]

For eligible survey respondents, the planned system would pass entitlement and recipient details from bureau systems to the supplier, which would deliver a voucher by SMS. File-based distribution is also required. People unable to receive a digital voucher would be served with magnetic gift cards loaded at the bureau's request. Those physical cards must remain valid for five years from loading. [S02]

The supplier must support at least 50 brands and meet geographic and merchant-category requirements. Mandatory categories include restaurants and cafés, grocery retail, leisure activities, and clothing and footwear. The specification also requires redemption alongside other promotions and benefits. [S02]

Competition on the discount offered

Qualifying bids will be ranked by a weighted discount against voucher face values, with a minimum proposed discount of 5% in each pricing band. The service requirements include SMS distribution within 24 hours of the specified distribution time, physical-card delivery within two weeks, and loading within one business day of a request. [S02]

The government notice schedules submissions from October 8 to October 18. It identifies the competition as procedure 28/2026. [S01]

A separate May notice had already extended an earlier survey-voucher arrangement through December under procedure 51/2023. The September tender therefore represents a new procurement process, not the bureau's first use of gift vouchers. The documents do not establish that it cancels or replaces that earlier arrangement.
