Kadoma City in Japan opened a tender on October 7 for the procurement and distribution of JCB gift cards to older residents. The specification plans for 34,250 beneficiaries, each receiving seven ¥1,000 paper cards under the city’s Senior Outing Support programme. [S01][S02][S03]

The city describes the scheme as support for older residents affected by rising prices, while encouraging shopping trips and other outings. The contractor must procure the cards, prepare advance notices and mailings, supply a local acceptance guide, track deliveries and handle undelivered packages. Initial dispatch is normally required by November 26, with exceptions subject to city agreement. The clarification calls for a delivery method that completes first delivery within the calendar year.
