Komatsu City in Japan has awarded a ¥6.765 million printing and binding contract, including tax, to Ugawa Printing for the second 2026 round of its premium shopping vouchers. The municipal procurement result records the award under September 24. Ugawa’s company profile places its head office and factory in Komatsu. [S01][S02][S06]
The city’s September 30 merchant notice sets out a planned issue of 43,000 booklets carrying ¥609 million in combined spending value. That voucher face value is separate from the printing contract price. The issue comprises 3,000 booklets worth ¥3,000 each and 40,000 worth ¥15,000 each. [S03][S04]
Residents will be able to buy ¥3,000 of vouchers for ¥2,000, or ¥15,000 for ¥10,000. Both options provide a 50% premium over the purchase price. Each household can buy up to ¥10,000 at the sale price, equivalent to ¥15,000 in vouchers. The planned spending period runs from December 2, 2026, through January 31, 2027. [S03]

Consumers use paper vouchers in ¥1,000 denominations. Merchants scan their codes by smartphone or tablet for electronic settlement. The merchant terms identify NTT Card Solution’s Omakase e-money as the underlying system. Businesses without suitable devices can instead arrange to bring vouchers to city hall for processing. [S04][S05]
Initial merchant registration runs from October 1 to October 23, with no registration or settlement fee. Stores registered for the first round continue without a new application unless they request cancellation. Later applicants may face a processing period of about 30 days and will not appear in the printed store directory. [S03]
The merchant rules prohibit cash exchange and purchases of other vouchers or prepaid cards. They also require merchants to complete settlement processing by February 28, 2027, after the consumer spending period closes. The published award and operating documents establish preparations for the second issue, rather than completed voucher sales or redemptions. [S05]
