Santiago’s Servicio de Salud Metropolitano Oriente has advertised a Christmas gift-card procurement requiring named plastic cards, online shopping and repayment to the health service for cards unused within their validity period. The October 2 notice covers employees affiliated with its welfare service. [S01][S02]
Tender 1057681-3-LR26 links the cards to a department-store retailer. The technical form requires the holder’s name, identity-card number and card value to be clearly printed, together with an expiry date of June 30, 2027. Use is personal and subject to presentation of the holder’s national identity card. [S02]
Recipients must be able to make partial purchases and apply the available amount towards a more expensive product. Cards must work online as well as in stores and allow products purchased with them to be exchanged. The specification excludes promotions reserved for the retailer’s own card. [S02]
The provider must offer blocking and replacement for lost cards. The welfare service can request purchase records identifying the transaction and purchaser. Cards cannot pay debt instalments, provide cash advances or purchase travel and insurance. Cards not used during their validity period must be returned to the health service in their peso equivalent; the form does not separately explain treatment of partly used balances. [S02]
The economic offer carries 70% of evaluation, scored on the percentage increase offered. Another 10% assesses the supplier’s retail relationship: a retailer with its own redemption facilities receives more points than an intermediary with associated retail businesses. The published summary does not specify a total card count or individual face value. [S01]
