Buybox has announced a French payment-institution licence for Buybox Network, its gift card aggregation business. The authorisation gives the Toulouse-based company a regulated framework for handling money between distributors and the brands whose gift cards they sell.
Chief executive Aria Ardalan announced the milestone on May 18, 2026. The official French financial register records the authorisation as effective from May 12 under Oonetic, the legal entity that trades as Buybox. Those are separate dates: the regulatory approval preceded the public announcement. [S01] [S02]
The licensed network and its stated distribution footprint
The business problem sits between the sale of a gift card and the movement of the money behind it. A brand may reach buyers through employee-benefit platforms, incentive programmes and other third-party distributors. Adding those channels also adds financial relationships, settlement responsibilities and decisions about who controls the customer proposition.
Ardalan said Buybox developed its network around a marketplace model in which brands retain control of their commercial terms, data and funds. In his account, the decision to seek authorisation followed confirmation that the payment flows supporting that model required a payment-institution licence. That is the company's explanation of its own operating model, rather than a legal conclusion about every gift card distributor. [S01]
Buybox describes its role as organising sales and collecting money on a brand's behalf without taking ownership of the gift cards. It says the licensed structure brings dedicated safeguarding arrangements, transaction traceability and supervised controls to those transfers. The commercial proposition is therefore about managing the funds behind distribution, alongside the software used to run the programme. [S03]
Buybox's company history places its 2019 aggregation network at more than 80 distributors and partner retailers; its 2026 entry describes over 140 distribution and reseller partners. These are company-reported historical reference levels, without a published counting or deduplication method. They describe the distribution network around the licence, not licensed entities, completed transactions or proven sales growth. [S05]

Company claims, not independently audited partner censuses. The original labels differ: distributors and partner retailers in 2019; distribution and reseller partners in 2026. Bars mark thresholds, not exact totals. No exact net additions, growth rate, uniform partner scope or licence effect is inferred.

The live ACPR register, checked October 19, confirms Oonetic's Buybox trading name and payment-institution authorisation from May 12, 2026. Its listed active services include credit transfers and acquiring payment transactions. Card-issuance services are marked inactive. The authorisation therefore should not be read as permission for every payment-service category or regulatory approval of every gift card sold through the network. [S02]
The register maintained by the Autorité de contrôle prudentiel et de résolution, or ACPR, identifies Oonetic's commercial name as Buybox and lists its payment-institution authorisation as active. Buybox's legal notice independently identifies Oonetic as the company behind the website and gives the same registration reference. [S02] [S04]

The distinction matters when reading the announcement. This is a payment-institution authorisation, not a banking licence. Buybox itself states that it is not becoming a bank and ties the authorisation to its Network aggregation activity. The announcement should also not be read as evidence that each individual merchant gift card has received a separate regulatory approval. [S03]
Buybox's company history describes a business founded in 2010 that moved into digital gift cards in 2015 and added distribution aggregation in 2019. The licence consequently builds on an existing gift card operation. It does not mark the first launch of Buybox or its network. [S05]
In its May announcement, Buybox described a network of more than 140 third-party resellers. That figure is a company-reported measure of distribution reach, not a count of newly signed partners or independently measured market share. [S06]
For merchants assessing an aggregation partner, the development makes the contractual and financial structure more central to the buying decision. Catalogue reach still matters, but so do ownership of the cards, control over terms, the handling of funds and reconciliation. Buybox is presenting its authorisation as support for that more closely controlled distribution model. The practical results will depend on how individual programmes are implemented; the licence alone does not establish higher sales or eliminate fraud.
