Sam’s Club has joined the OTC Network managed by InComm Payments and its healthcare division, expanding where participating health-plan members can spend approved benefits and rewards. InComm announced the addition on August 26.

The acceptance applies at physical U.S. club locations for Sam’s Club members holding eligible plan-sponsored cards. Purchases must meet the health plan’s rules. The release explicitly excludes Sam’s Club Scan & Go transactions, so the announcement should not be read as acceptance across every checkout channel.

A balance with rules attached

Restricted-spend benefits are designed around permitted uses. InComm’s healthcare product documentation describes combining several benefit categories on one card and checking purchases against plan requirements at checkout. Depending on the programme, permitted spending can include food, over-the-counter products, wellness items and certain health-related services.

That makes the acceptance network important, but it does not make the balance interchangeable with cash or a general retail gift card. A retailer can participate in the network while an individual item remains ineligible under the member’s plan.

The benefit for members is another physical shopping destination. For plan operators, it is an additional place where funds can be used without removing the controls attached to those funds. The announcement does not expand a member’s benefit allowance or change the plan’s eligibility rules.

Check the plan and the checkout

The practical questions are straightforward: does the member’s plan participate, is the product approved and is the chosen checkout channel supported? Those checks are more useful than assuming that a card will work solely because the retailer’s name appears in a network announcement.

This is a healthcare benefits and rewards development within the wider prepaid sector. It is not an announcement that Sam’s Club now accepts every third-party gift card.
