The Department of Hauts-de-Seine has selected Pluxee France for a single-supplier framework covering gift cards for staff, their children and employees entering retirement. The contract was concluded October 6, 2026, according to the notice published October 9. [S01]

Support for staff and administrators carries half the evaluation

The award method gives 25 points each to support for the administering team and support for beneficiaries. Together these make up the 50-point technical component, compared with 40 points for price and 10 for environmental quality. The latter is divided equally between card design and reliability, and card recycling. [S01]

The service covers issuing and delivering physical cards and, where applicable, digital cards for qualifying events. The requested cards are multi-retailer and non-reloadable but may be spent in several purchases, with the balance reduced by the amount spent. The notice does not identify individual denominations or the final retailer list. [S01]

The framework states an annual minimum of EUR200,000 excluding VAT and an annual maximum of EUR800,000 excluding VAT, with orders issued as needs arise. Separately, the result and framework-value fields record EUR495,484 without explaining its period in relation to those annual bounds. The figures should not be added together or presented as completed card spending. [S01]

The initial term is one year from notification, renewable for up to three further annual periods, with an overall four-year limit. The planned service start is November 2. The notice confirms supplier selection and contract conclusion, but does not disclose the precise award-decision date, actual loads, recipient count or redemption results. Its reference to social-contribution rules does not establish a blanket tax exemption for every beneficiary or use. [S01]
